There’s really no limit to what you can embroider. You just sometimes have to get extra creative as to the means.

I would think this was done with a dremel drill, it has crafting sizes for that small of holes. boy would you need a steady hand!
You might also be able to embroider to a thin fabric and glue it to the form, pull the sides inside and then glue a covering over the inside. You could recycle cheap and/or old bracelets for the form.
